SURLINGHAM PARISH COUNCIL

Minutes of the Meeting held on 15th December 2009
at Surlingham Parish Hall


Councillors Attending: Hilary Bond (Chair), David Browne, Elizabeth Ford, Alistair Lindop, Barbara Rix and Steve Webster.

Apologies: Wendy Ferrey and Sue Thomson

Others: Diane Corbin (Clerk), Roger Smith(County Councillor) and 4 members of the public



The Chairman welcomed everyone.

Parish Website Alistair Calder agreed to offer assistance.

County Councillor’s Report “widening of the road is unlikely to be happening for some time”
to be omitted.

1. MINUTES OF THE LAST MEETING AND MATTERS ARISING

The Minutes of the last meeting were approved and signed by the Chairman.

MATTERS ARISING

3. County Councillor’s Report . Roger Smith reported that the Bramerton Road had a monthly
drive-by to assess the condition of the road and hope this would produce a result shortly.

5. Fleet Dyke
An e-mail had been received from Tim Strudwick informing us that the RSPB and the Norfolk
Wildlife Trust were both lobbying the Environment Agency and Broads Authority to repair the
bank and we should maintain pressure to get this done.
An approach to be made to BA requesting a strategy be put together to formulate a plan.
Copy to be sent to the RSPB DC
10 Correspondence Three councillors met with Armana Handley for an informal chat about
the village and she showed particular interest in the Village Directory.

Red Telephone Box It was decided not to persue the adoption because of the high cost
of electricity and disconnection if required.


2. COUNTY COUNCILLOR’S REPORT

Roger Smith reported on:-

“Your Norfolk News” from NCC. Regarding gritting of the roads in the County. The Parish requested that the bus route should be gritted. Speed checks at Bramerton have revealed a large number of vehicles exceed the speed limit. The defects on the Bramerton Road are currently being reviewed by Highways. A “Fusion” ticked for the bus routes for the greater Norwich area is scheduled to operate from 3rd January 2010 The Trowse Bypass traffic signals which are being upgraded have yet to be started. The Surlingham School are looking for a Local Authority Governor as well as a community governor. The Clerk to advertise the vacancy in the Newsletter but Ken Williamson is to be asked. RS to do this. NCC are consulting with Poringland and Trowse PC regarding part-night street lighting i.e. lights to be switched off from 01 to 05 am.
Roger Smith was asked to look into the question of increased noise on the Southern Bypass if the Northern Distributor Road goes ahead.


3. THE PLAYGROUND

A quotation of £596 for the matting around the mushrooms and butterfly had been
accepted. The gate is being repaired free of charge and this should be replaced as
soon as possible. EF had concern regarding the mud particularly between the two houses and a suggestion of hogging to be considered. It was decided to wait a while and see what the condition is like. The pedestrian gate at the top of the footpath has dropped and the hinge to be adjusted. Dog mess on the footpath was a concern and a note to this effect to be placed in the next Newsletter DC


4. THE PARISH HALL

Plans for alterations to the hall to start in January A new quotation was being obtained
from Gerald Cockrell. Alistair’s comments of providing safer and increased sufficiency of space were noted.


5. PARISH WEBSITE

DB reported that he had spoken with Alistair Calder and although he was happy to help
with some technical aspects of the site, he did not feel he had the necessary local knowledge
or the time to run the website on a full time basis. A volunteer is needed and a piece will be put in the newsletter seeking a volunteer. DC






6. BUDGET

Councillors decided to budget £1000 towards the Playground maintenance which should
be used only if needed as a contingency. Councillors agreed to an increase of 2% in the Precept which would give £7162 for 2010/2011.


7. RIVERSCOURT PLANS

The Councillors found no problem with the new plans however Guy Mitchell was
concerned with the amount of spotlights and security lights which seem excessive. Comments to be made to the Broads Authority regarding the lights and “suburbanisation”
of the countryside. DC


8. SCHOOL

Mrs. Catrin Parry-Jones has taken up joint headship with Surlingham and Rockland
Primary Schools. Each school will have a separate board of governors and the teaching
staff will cover lessons taken by the Head. Concern was raised by a parishioner as to who would be in charge in the absence of Katrin Parry-Jones because of a recent incident.
The Chairman indicated this was not a Parish Council matter but this matter should be
taken to the school governors.


9. RED TELEPHONE BOX.

Councillors decided not to adopt the Telephone Box on Pond Lane.


10. CORRESPONDENCE

Encroachment of verge. An e-mail has been received from the highways engineer
stating it was not a straightforward matter and fair treatment has to be granted to other
residents. The Councillors felt the matter should be dropped but an article to be put
In the newsletter with regard to the verges being kept clear to enable people to step off
the road for safety reasons.

Brickyard Farm – the application was refused.

57 The Street – the shed erected did not require planning permission.

Playscape Workshop breach of planning permission and permitted hours of use
now adhered to.
