SURLINGHAM PARISH COUNCIL

Minutes of the Meeting held on 19th January 2010
at Surlingham Parish Hall


Councillors Attending: Hilary Bond (Chair), David Browne, Wendy Ferrey, Elizabeth Ford, Alistair Lindop, Barbara Rix and Steve Webster.


Others: Rover Smith (CC), Sue Thomson (DC), Diane Corbin (Clerk) and 6 members of the public



The Chairman welcomed everyone.

Alistair Lindop informed the Clerk that he would be standing down from the Council in
February. The Chairman thanked him for his detailed work especially with the Playground
Project and the Staithe and wished him well for the future.

Amendments
County Councillor’s Report “Ken Williams” is to be asked to consider being a school
Governor.

The Parish Hall The amended plans for the alterations to the hall were discussed and
approved with further clarification to be sought about the removal of the stage.


1. MINUTES OF THE LAST MEETING AND MATTERS ARISING

The Minutes of the last meeting were approved and signed by the Chairman.


MATTERS ARISING

Red Telephone Box
The Clerk has received notification that BT will now pick up the cost of electricity for the telephone box . The Council decided to reconsider the idea of adoption and will e-mail Ian McArthur of South Norfolk Council DC

County Councillor’s Report
Highways are now repairing the defects on Bramerton Road. A pothole at the bottom of Pratts Hill is rather large – the Clerk to ring Highways. DC

Riverscourt Plans
Plans for Riverscourt were approved subject to the excessive lighting issue.

2. COUNTY COUNCILLOR’S REPORT

Roger Smith reported

Posters for speed awareness could be obtained for sticking on wheelie bins.
The Bramerton Road repairs were now in progress and engineers were working on the Trowse Bypass at night.
Due to the government requisitioning a large amount of salt supplies, if we had another cold spell gritting would be reduced to half of Norfolk’s roads and this area is not included.
BT is to waive the electricity charge on the red telephone boxes for those parishes who wish to adopt it.
Names of potential governors have been put forward for the local school.



3. DISTRICT COUNCILLOR’S REPORT

The refuse collection was disrupted due to the bad weather and the Christmas holidays but
were back on track now. No brown bins were collected however but will be collected on the
scheduled day and any excess as well if put in open bags alongside.
A special meeting of the full Council is meeting next Monday to pass the final document on
the provision of sites for Gypsies.
The date for the General Election is considered to be 6th May but another possible date
could be 25th March.



4. PLANNING CONSULTATION

Sue Thomson enquired on the Council’s behalf the problem of planning applications where
neighbours’ names were put forward but they did not receive any notices. Neighbours’ names automatically come up on the computer but it depends on the case officer who they will send letters to for consultation. A site notice is also put up for the wider community to
be informed.



5. THE PLAYGROUND

The new matting placed around the mushrooms and butterfly is not satisfactorily laid. Also
the working party are not happy about the repaired gate. Wendy Ferrey to go and see
Playscape, meanwhile payment of their invoice is deferred. WF








6. THE PARISH HALL

AL had sent a memo to all the Parish Councillors voicing his concern over the procedures
to authorise the design and expenditure of the project. His objections were addressed by
Tim Mack (Chairman of the Hall Committee) who said the committee had worked diligently with all the issues – quotes, Health and Safety, Structural Engineers’ advice over design and liaison with the school and other hall users. The Clerk had contacted NALC for advice
and was informed the procedures were correct and the new quotation from the main
Contractor was acceptable for the amended plans without going out the tender again.
A councillor was concerned that the Standing Orders of the Halll Management Committee should be changed as the ultimate responsibility was with the Parish Council. DC

The revised estimate of £39,730 plus VAT from Gerald Cockrell was accepted by the Hall Management Committee and approved by the Parish Council.

A query over the proposed new floor covering which would be laid over the existing floor
was discussed. It was thought that if the existing floor could not “breathe” then it would
slowly rot. The Clerk had received a full specification and explanation as to how it
was to be laid and a 25 year guarantee was assured, however it was decided that an independent opinion should be sought before accepting this. Hall ctte

Mike Pittaccio (school governor) had sent a letter of appreciation to the Chairman giving the Management Committee full credit in keeping the school up to date with work and conditions so there is a minimum amount of disruption and they have offered to pay the full price of hall rental during the works.



7. PARISH WEBSITE

Clive Evans intimated he might be interested in taking on the Parish Website. David Browne
has discussed the various issues involved and Clive does have some software to experiment. with. He will let us have his decision in due course.



8. CORRESPONDENCE

An invitation to the Police Authority Open Meeting was turned down
Permission was given for a Cancer Poster to be put up in the village
Information from Norfolk County Council regarding grit bins.
Copy letter from the Land Registry sent to Simon Mitchell re The Staithe to be circulated






9. ACCOUNTS

Cheques were signed for:-

The Quarterly Statement was issued to each Councillor.

The Clerk asked if all the grant monies could be placed in the new HSBC account and the hall alterations to be paid from this account.
The Council agreed for the Clerk to transfer £14,150.17 (monies held for the Village Hall)
from Barclays to HSBC.

All hall cheques must be detailed in the minutes.
