SURLINGHAM PARISH COUNCIL
Minutes of the Meeting held on 15th June 2010 at Surlingham Parish Hall
Councillors Attending: Hilary Bond (Chair), David Browne, Wendy Ferrey, Elizabeth Ford, Barbara Rix and Steve Webster.
Others: Roger Smith (CC), Diane Corbin (Clerk) and 7 members of the public
Apologies: Sue Thomson (DC) and Bryan Tomlinson
The Chairman welcomed everyone.
1. MINUTES OF THE LAST MEETING & MATTERS ARISING
The minutes of the May meeting were agreed and signed.
MATTERS ARISING
School Parking Keys have been obtained and are now on the hall keyring for users to park on the school playground out of school hours.
Clerk’s Remuneration One month’s salary is to be given as overtime at the standard rate.
2. COUNTY COUNCILLOR’S REPORT
Roger Smith reported:
The NCC has an immediate cut in funding of £10m with further reductions necessary. A new Unitary Authority for Norwich has ceased There is a Highway Community Rangers service regarding instant problem on roads A new Police Officer Seargeant Steven George is based at Poringland Adrian Gunson has been awarded the MBE.
3. DISTRICT COUNCILLOR’S REPORT
Sue Thomson was unable to attend and no report was given.
4. FLEET DYKE
A meeting was convened at Coldham Hall with representatives from Environment Agency, RSPB, Norfolk Wildlife Trust. Ranger from Broads Authority, South Norfolk Emergency Officer, Councillors and Sue Thomson (DC.) Paul Mitchelmore EA took the chair and said they had no responsibility for repairing the hole in the bank. The RSPB said they would make sure the ditches and dykes were cleared and fill in part of the breach. NWT is not responsible for flood defence but would monitor the effect on the area. A community effort was called for. As the Sue Thomson (D.C) who attended was not at the Council meeting, it was decided to request a copy of the minutes from EA DC
5. THE STAITHE
Further directions from the Adjudicator had been received to make arrangements for the court hearing and forms supplied needed to be completed by the 5th July. Whatever the outcome of the Adjudication the Council have to decide where the hedge-line should be. Various views were discussed and three options were put forward : 1. To meet with Simon Mitchell and try and negotiate a settlement. 2. To go ahead with the adjudication but just keep with the Statement of Case 3. To meet with Simon Mitchell but if we cannot agree then go ahead with the Adjudication.
It was decided that the Clerk should arrange a meeting with Simon Mitchell and three of the Councillors, namely Hilary, David and Wendy. This would be a friendly and negotiating party to try and solve the problem once and for all. If this should fail then the Council would continue to adjudication and the hearing.
6. THE PLAYGROUND
Thanks were given to Steve Cottrell who has mended the top gate satisfactorily. Steven Webster is keeping the grass and footpath mown. Both Steve and allotment users have seen children playing in the farmer’s corn Adjacent to the playground and a letter to be sent to the Head of the school informing her. A piece in the Newsletter referring to this was also requested so parents are aware. DC
7.THE PARISH HALL
Quotes for painting the hall have been received from three decorators and Chris Clitheroe has been appointed. The yard has been cleared and the bricks taken away and David Browne is to remove the ivy. The final account from the builder has been received and the project is within budget.
8. AGRICULTURAL BARN, BRAMERTON ROAD
Following up on a letter sent to South Norfolk Planners and the Environmental Services; this has been acknowledged and SN Environmental Services will contact will contact us. . A letter was received very late from Michael Lambert the mechanic who works at Hares Farm Barn and this is to be circulated. The matter will be placed on the next Agenda. DC
9.STANDING ORDERS FOR LOCAL COUNCILS.
Elisabeth Ford has made some suggestions regarding the amendment and update of The Council’s Standing Orders. These were agreed and the Clerk will re-type these incorporating the amendments and send to each Councillor. DC
10. FLOODING DOWN THE GREEN
Stuart Henning who was in attendance at the meeting was invited to tell the Council the problem of flooding outside his house. He believes the ditch is blocked outside Nos 40 and 42 and then backs up to his house at No. 34 flooding his garden and pathway. This is not helping the resident at No. 36 who has a sceptic tank and has to pay to have it re-emptied frequently. Stuart Henning has e-mailed Bob Edwards of Highways but has had no reply. Roger Smith (CC) to look into it. RS
11. HOMEWATCH The Norfolk Constabulary have asked that we re-register our contact details with their Homewatch scheme. It was decided to ask the Police community officer to attend a meeting to tell us what is involved. DC
12. CORRESPONDENCE
Letter from Steve Cottrell re the Nursery, Walnut Hill. A copy to be sent to S.Thomson The Clerk to write to SN Planners to enquire if there is any planning permission. DC

Letter from M. Webster regarding Hill Farm business rates. Send a copy to SNPlanners DC
Letter of complaint from M. Webster regarding Guy Mitchell using his position as Tree Warden for his personal gain without the knowledge of the Council. The Chairman emphasised that anyone representing the Council should be aware of the Code of Conduct and this includes volunteers acting on behalf of the Council are expected to abide by the same ethical principle.
E-mail from Landscape Officer at SNC re a complaint he had received from Mr. Goodacre of School Cottage who is concerned about the safety of a dead tree on the village pond. The Council do not own the land so have no responsibility. Suggest he makes enquiries of a tree expert.
13. PLANNING
47 The Street. Precedent has already been made further along the Street so Council feel they cannot suggest refusal. Comments to be made regarding the garage’s closeness to the hedge and road and in front of the building line. DC
